Korra's from the Southern Water Tribe, right? And the series takes place about 70 years after Last Airbender? So that's too long for any of them to be her parents. Yes, some waterbenders from the North moved to the south, but that just means that not ALL her grandparents are definitely pictured here.

EDIT: this was done before we learned that Korra's father was from the North. I guess that does reduce the odds somewhat
