nah, i live in Russia and it's mostly a stereotype like all the vodka and bears thing. It's just the exaggeration about the difference between the USSR and the rest of the world. But this thing really is accurate, because russian cops could legally use violence against everyone, who was in their way. Now there's a law that forbides that unless it's a life threatening situation or if it was ordered by the authorities, but some of them still do this.

If i remember good,Ъ is more used in bulgarian, ы like in выход,дым,etc in my language it is î ,in your language it does not exist so i can not explain it to you.

The letter the creator changed the W into is Щ (SHT). (щъ, IPA for name /ʃtɤ/ or /ʃtɐ/, IPA For letter /ʃt/)
