Actually Dark Eldar and Craftworld Eldar are known to work together. Yes, they are enemies but they are still both Eldar and will fight together against a common enemy. The Harlequin often works as ambasadors to negotiate a temporary truce.

Some craftworlds are known for having very close ties with the Dark kin and actively work alongside of them  (The il-Kaithe craftworld specifically)

It generally boils down to the individual craftworld and Kabal. They range from archenemies to BBF

Yup, they're the most skilled torturers in the galaxy. The Dark Eldar live in the webway where their souls are constantly being drained, and they figured that to replenish themselves they can feed on emotion. They also found that the suffering of others is the most powerful emotion they can feed on, so they capture entire planetary populations, take them back to the webway and use them for slave labour and torture to run things and keep themselves strong and alive.

They're pretty much the most evil thing in 40k that we know of.
