Located in the Chi Arae binary system, Pamyat was rather far out at the time of it's colonization in 2095 - so much so that few ships even had the range to get there and back without constructing new refueling platforms. However, with unusual features, an abundance of resources, and three major asteroid belts each with a potential mineral wealth exceeding Earth and the Ceres Belt combined, as well as the potential to act as a staging ground for the exploration and exploitation of other -Arae systems, the world was immediately claimed by the RSV Tereshkova in the name of the Russian Federation as soon as surveying had been completed; even using one of their shuttles to plant the Russian flag on Jura's northern pole. However, finding it's space agency stretched thin between the relief efforts at Eiris and colonization of the Vega, 44 Boötis, and Iota Pegasi systems the Russian government found itself unable to make good on the claims, and with the UNs policy of over-turning unfulfilled claims to other nations the decision was made to instead sell the colonization rights, and the rights of the resources, to Russian corporate interests on the sole conditions that they comply with Russian federal law and declare Pamyat Russian territory in a desperate bid to get Russian citizens, and any international specialists hired by the corporations, on-site.
However, the most notable feature of Pamyat is the biosphere and fossil record: most notably, that it dates back only 82 million years (having previously been a Mars-like barren world), and that it's related to Earth's pre-KPg Extinction Event ecology; indicating that the world was terraformed by a forerunner species, and also providing a unique window into what Earth might have looked like had the Chicxulub Impact never happened. The niches of small terrestrial and aerial herbivores are dominated by various birds, while Characadontosaurids roam the larger continents as apex predators that prey on the ornithopods and titanosaurids that fill most mid and large herbivorous niches. Large filter-feeding ichtiyosaurs ranging as high as 300 tons are the largest marine animals, while various mosasaurs has diversified all the way from mighty carnivorous levaithans to meek metre-long herbivores, and the polar coasts are dominated by aquatic birds and arctic fish, while the skies are dominated by pterosaurs.
The most notable animals, however, are troodontids. While most species remain no more sophisticated than their earthly ancestors, some species exhibit primate-level intelligence, with the ability to plan, predict, and use branches as simple tools. Although they can be dangerous if threatened, most species display only limited aggression towards humans, instead behaving more with curiosity - only 21 fatal attacks on sapients have been recorded. Domestication and taming, although proven possible within scientific studies, remains heavily regulated under environment and wildlife protection laws; as a consequence, tamed troodontids can often sell for over a million credits on the interstellar pets market on novelty value alone.
The government of Pamyat is a corporate democracy; a compromise between a conventional democracy and the corporate authority that preceded it. The legislature is appointed by popular vote and divided between oblasts with number of seats roughly corresponding to population, while the executive council responsible for legal proposals and leading the ministries is appointed through a corporate lobby and various special interest groups. Since the reform in 2375 the legislature also appoints a privy council, a semi-official group making counter-proposals to the executive. A highly capitalist and unregulated society, the state exists mostly in a judiciary and defensive role, with most laws designed to ensure that neither employer or employee are taken advantage of, as well as defend their autonomy and property from any external aggression.
Pamyat was granted successively more autonomy starting in 2165, officially becoming an independent nation in 2340 after an undramatic direct vote. Like it's motherland, Pamyat never became directly involved in any of the colonial wars, electing to only support the separatist and later pro-democracy colonies with humanitarian and financial aid, but saw some limited combat between colonial crews landed for warship repairs and EUN peacekeepers en-route to the insurgent colony Krestav in 2325.
Sochineniye Station is at a mass of 1.2 trillion metric tons and length of 15 kilometres from bow to stern the largest artificial construct in the system, being a deep-space archology located at Pamyat's trailing L5 Lagrange Point. Construction started as a joint project between the largest corporations, workers's unions, and employee coops from Pamyat in 2332, serving as both an economic hub for space infrastructure development and a symbol of the prosperity and idealism shared across the colony. The station uses two sets of cylindrical habitation units spinning in opposite directions, where the inner and more massive sustains 0.2G for industrial and spaceport facilities and the wider ring spins at 0.75G to maintain good conditions for long-term habitation.
