Ya know, you say you're not happy with the lines, but I zoomed waaaaaaaaaaaaaay in and the only mildly weird thing I see is where the ear meets the piff helmet. I'm actually working (very very very slowly) on a pixel project right now, so I'd like to think that my eye's pretty good for it. I'd love to give you some advice on how to make this better, but I'm just not seeing the issue.
What exactly don't you like?

i do not like how "fat and puffy" the hoofs look. i wanted it to give the drawing some perspective and deep,but i could not draw the lines exactly as i desired.also they look jaggy, because even after studying a bit,still i cannot grasp how exactly one softens the lineart.

Let's see...
"How 'fat and puffy' the [hooves] look" - As for thick they're only thick lined at the bottom, and I just read that as shadow underhoof. As for puffy, only the two left hooves are larger and it just looks like they're closer to us - Like she's got herself lying belly to the floor instead of kneeling down.
"I wanted to give the drawing some perspective and [depth]" - Well, you did.
"I could not draw the lines exactly as desired" - When does anything ever come out exactly like it is in your head? Mine sure don't, and I think they're fine, if not better than what I envisioned.
"They look jaggy ... still I cannot grasp how exactly one softens the lineart" - Well, you have three options, each has consequences. First, you can leave it as is. The lines are defined, jagged isn't really an issue in pixel art, but it does look like the characters are out of their background. You don't have a background, so I think it works fine. Second, you can make the outline a slightly darker shade of the body color - a dirty yellow in this case. The character will blend into the background making them seem like they belong, but you run the risk of blending too well and losing where the edge actually is. Third, you can remove the outline completely and emphasize shading across the body color. You have some shading I see, but if you were to try this option you'd have to shade your yellow to be almost white in places, and almost black in others.
Alright - as for my project, I've been working on and off for nearly a year with someone who came to dA looking for pixel artists to make some images for a web-based game. They've got me working on a view of the city where the game takes place. Honestly I'm surprised they've put up with me picking up and putting down the project as many times as I have, but it seems the other artists they've contacted are just as lazy I would submit something if it wasn't all brightly colored skeletons and rectangles at the moment. It's only 1000x700 pixels, but I've spent a ton of time making sure all the geometries fit and spaces are real so that other artists can step in where I leave off.

that is one hell of a skill to have! you will never have any communication issues from you side!that is so cool! man i sometiems wish i could know for sure if what i perceive of myself its true/how far it is from the impartial truth...many people i ask are way too kind.your review really helped me.i had a couple of busy days at work but i really want to practise your tips.

I am rarely accused of being too kind, since I find it helps people more to be honest.
I believe I said it before, but it bears repeating: Artists are rarely happy with their own work.
I can count on one hand the number of pieces in my gallery that I love - though I wouldn't +fav more than half of the stuff I put on dA. Being self-critical is just part of being an artist - and its often difficult to tell how honest your critics and admirers are being.
