Did you do the stippling with a pen near the shoulder blades?

I do dry brush, like you describe, a lot. What I think you're looking at here (the texture on the cape and his arm) is a regular old craft store sponge that you dab in ink and than blot on the page. An example of dry brush would be the background in this piece [link]
