The script might lend itself to that I guess, though it's not an eagle, but a peacock (or possibly a peahen, I'm not sure which). The type of animal, and coloration, is directly related to the source of the quote, but it is obviously represented out of context to create something new.

Hmm, OK. For me, black, red and white are the most traditional colours of calligraphy and not particularly associated with any regime. I can't say I see the connection myself, but everyone sees with different eyes and experiences, and it is not for me to say what the audience should see or think.
The quote is indeed said by Shen from Kung Fu Panda II, and Shen is an albino peacock with red (and black, in his case) on his tail. But it goes without saying that nobody has made the association because of what I said above. If I had drawn it to resemble the stylistic design of Shen I'm sure a lot more people would have caught the reference right away, and would have had an altogether different effect/reception.
