Basically Ue-Sama fell fast asleep after a long day in his quarters. That's a guards uniform and helmet on his bed (which he uses to sneak out of the palace on occasion), and the green/red blanket was a Christmas gift from when he was a child at one of the turtle's annual Chrismas parties (over a 100 years ago).

And yes, he's hugging the War Staff like a teddy bear. Not because he's power hungry, but because it was his father's. When he was little and his father was still alive, he would sometimes get in bed with his dad or just hug him to feel safe after a nightmare or during a storm. After the Daimyo was assasinated, however, Ue-Sama, who was just a child, would sometimes sleep with war staff, because it had his father's warmth.
