Description The 8th Doctor is concerned because very little has been going on. He automatically suspects that something big is on the way. The Calm Before the Storm.
The Lord President, on the other hand, isn't so concerned.
The Time Lords never are.

I invented her for the strip. Many have speculated that it's an incarnation of Romana (as she became President in some of the then non-official audio dramas and books), but I never thought so.

I'm pretty certain the Doctor does absolutely believe he is 'The Last Of His Kind' (cue dramatic music). Otherwise he wouldn't react the way he does to mentions of his homeworld, the Face of Boe's message, and... 'Mr. Saxon'.

Plus, I support President Romana, because she and Eight would be so cute, and she strikes me as the kind of President needed for a Time War (not some stuffy pompous aristocrat).

I think my strength is definately in the expression of my art. I can't stand how my construction varies. When I clean my stuff up, it looks AWFUL!

I've found that something always gets lost in the clean up process. It doesn't matter whether I ink with a pen or a tablet; nothing translates one hundred per cent. At least your art is great the way it is, so don't feel so bad!

Yes, if art school taught me anything it's that there's an undeniable beauty, a kind of life, in "loose" drawing.
It taught me other things too, of course. Good thing, otherwise it would've been a waste of time...

Oh, art school. Yes, appreciation is something I took away from it... Pity it ruined my enjoyment of commercials, though. I can't watch television without picking apart all the ads. But I digress. I still can't draw, though. I was a photography major.

There's actually a whole series of audios revolving around "president Romana" on Gallifrey, with Leela along for company. Personally I think it's a little much... how interesting can all that be without the Doctor around?
Anyway, I haven't read anything which says Romana couldn't have been president once, and then stepped down before the War really got going. So hey, whatever. I'm still loving this. There are much worse webcomics out there with sites all their own. And there's a thought... this would look good on its own website.

Yeah... Having looked this up, I see what you mean. But since Mr.Davies himself hasn't used any of this in the series yet, and I don't have the time or patience to consume all this 'spinoff media', I'm going to have to go with my experience only.

While it was cool to have Romana back (and of course, Leela is on Gallifrey (though concievably, all this is millenia after her little puny human lifetime), she still has to get back from E-space, make good with the Time Lords (which she desperately didn't want to do before), and get herself elected. That's a lot of storyline assumptions I just don't feel like dealing with right now. Certainly not simply for the purposes of this comic.

Sure, sure. It's important to note in any case, and that by all accounts, Romana almost certainly did return from E-Space sometime before (or perhaps during) the Time War, or somehow met her death there. Otherwise, the Doctor wouldn't have been as certain that he was the last of his kind. For whatever reasons, the Doctor does now believe Romana (and the Master, and every other Time Lord) to be dead.

Not necessarily.
When the Time Lords died out, gateways to parallel universes closed up, making them nearly impossible to get to. As stated in the 10th Doctor episodes Rise of the Cybermen and Doomsday. So he COULD simply believe that, like Rose, Romana is blocked off forever in Espace.

Besides, the Doctor's prone to hyperbole, exaggeration and jumping to irrational conclusions. And in some cases, outright lie. 900 years old my ass. He's got to be over 1000 by now. And if the Daleks could hide out of time/space without him knowing about it, I'm sure a few Time Lords could too. It's a BIIIG universe.

I had a premise for an animated TV spinoff (and an RPG) where a bunch of survivors from the Time War were hiding out in an old space station (a la Trial of a Time Lord) conserving energy and looking around the universe for other survivors.

Hm. Good point, but I'll play Devil's Advocate. See, I'm not sure that E-space is a parallel universe in the traditional sense. It seems to me more of a pocket universe, that is, a universe attached to a larger parent universe (thank you Wikipedia), or perhaps a negative state relating to some property of reality as we know it. Negative co-ordinates, but not parallel. That indicates that whatever it is, it's a state of existence which relates directly to the Doctor's home universe, rather than being one of many other distinct universes. Perhaps every universe has an "N-space" and an "E-space." For another thing, the connection to it would almost have to remain open since it's one of the charged vacuum emboitments (presumably) established by the Logopolitans. If those were closed off then entropy would begin to build and hasten the heat death of the universe proper. Of course, this might not mean that it wasn't closed off on one end... maybe Romana just could no longer leave. But it would still function as a gateway to E-space, if not from it.
In any case, Time Lords are telepathic, and the Ninth Doctor said he couldn't feel the presence of any others in the universe. I would think then that if any survived, they would be either shielding themselves deliberately or hiding outside the walls of the universe... maybe in E-space, maybe beyond.
I think.
Anyway... hey, those are cool spinoff ideas, I bet you'd make it look spiffy.

You know, there are quite a few servers out there which cater directly to webcomics. They're usually free, and sitebuilding can be very easy. Like DrunkDuck.com, for example. I don't have a comic there myself, but I do have an account, and from what I've seen the procedure for creating a comics site there is exceedingly easy. I would encourage you to check it out, this deserves its own webpage.

Though I suppose they've got her firmly fixed as Incarnation 2.

I had an idea for an animated series with Romana 3 before they started making her Lord President.

I suppose there's a backstory for how she got back from E-Space? *Goes to look all this up*

Hmm... you know, I completely understand you wanting to avoid the clutter of all that contradictory reading material... but here are some things to consider. Russell T. Davies - chief writer and executive producer of the new series - gave some background on the Time War in an article published in the 2006 Doctor Who Annual. He details certain key events which include episodes of the classic series and also mentions Romana as having been president of Gallifrey (which she also happens to be in the Big Finish series of audio dramas). Of course, it's not certain that any of this is absolute canon, but the fact that it was described by Davies himself does lend it some credibility.
