This is really nice, though of course saying that alone does not do it justice. The edge of the sky and land in the distance has just the right curvature to go with the viewer's angle and the horizon. Also, I like the blur depending on the movement/closeness of the gulls.
And as Verli alluded to... dang those sunset clouds and that range of colors. It looks like almost a photograph from a really good sunset photographer, but with the hint of painterly style as well.
Also, your details on the ?shaded feathers? (how to draw when it is impossible and you did it well???)
okay I have very seldom seen anything like what you have done with that. The water and the beach are also nicely detailed. I'm surprised this was only 15-20 hours. At that level of time, I'd perhaps be beginning to color and not getting the color scheme/lighting levels/hues correct, so I'd keep doing it over again. You got past that stage and even made a great finished product, excellent work~

The clouds certainly look like they'd be a pain. So many little details and color shifts. Argh. XD You did a great job with them, though!
Daine's actiony pose is really cool as well! I love how you created some depth with the seagulls being in different positions and perspectives. My only critique is that there isn't enough space at the bottom of the canvas. I think it would look a lot less compressed down there if you followed rule of thirds for Daine. Here's a tutorial on it: [link] It wouldn't take a ton of effort to change it; all you'd have to do is add a bit more empty, flat beach at the bottom of the canvas and move a few of the seagulls around (maybe cropping a bit of the clouds at the VEEEEEERY top would help as well).

And you're totally right man the paintover DOES look better! That really did take basically no effort and not a lot of altering! MAN you know a lot of neat things >__>. Sunsets aren't hard to make at all! You need to look at a lot of reference photos to understand how the clouds work. That's probably the most important thing. I know a lot of people can work without references, but I personally can't! But check out the WIPs I posted! Basically I start with just a giant MOOSH of color that vaguely represents the sunset, and then go from there! You need to block in the basic gradients and colors the sky makes. You have to start big and work your way down to little (which is how you basically do everything).
You get a nice soft brush (I use the Airbrush Pen Opacity Flow, with the spacing turned off, scatter turned on, flow turned down to like 20% so you can get the scatter effect but the edges are still nice and soft, and the opacity from about 5% to 20%. 5% for when you're blocking in colors, making gentle whispies, etc., and 20% for more dramatic lighting, cumulus clouds, etc.), and just have at it!
Some cloud things:
-Clouds come in a BUNCH of different shapes and sizes! Any given sunset will have a whole variety of long, whispy clouds and then it'll also have those poofy cumulus clouds. They all react to sunlight differently too, so that always makes it more interesting!
-A lot of sunsets have clouds that are really dramatically underlit. Like here: [link] those clouds at the top of the sky are dark except for the bottom where they're BRIGHT RED OMG. And here [link] the underneaths of the clouds are OMG YELLOW and OMG PINK, but the rest of the sky isn't very remarkable. In fact, it's basically still blue. If those clouds were white, it'd almost look like a day picture or something!
-Clouds in front of the sun are usually dark and not really any color. The REALLY colorful clouds are usually above the sun. Like here [link] , the clouds above the sun are BRIGHT yellow, but the ones in front of it are really dark.
-ALSO be sure to make a few flyaways and really tiny clouds! Clouds come in a BUNCH of different sizes, so be sure to add a few really tiny random clouds here and there.
-And alsoalso sunsets come in TONS of colors! So don't be afraid to use basically any color in any amount of saturation or contrast that your heart desires. That's what makes sunsets and sunrises so much fun! Like I'm pretty sure I used every single color in the sunset in this picture!

These are just things I've noticed in my perusings of sunsets and I have NO idea how accurate they are, but that's how I do things! Just remember to go from big to little, use a bunch of different cloud types, and not to be afraid to use an ABSURD amount of color and contrast!

I turn the spacing down to like 1%, turn on scatter, set the flow to around 20-25%, and the opacity ranges from 5%-~25%, depending on whether I'm doing the delicate soft whispies or those god-forsaken cumulus cloud bumps.
