They can't be crafted without a mod. There is a mod that lets you craft them. You craft them out an iron inget. One iron inget makes 5 or 10 of them I think. So to answer your question lockpicks are made from Iron Ingets.

I found a master chest after I made my lockpick skill legendary (reset to 15) and only broke 18 lockpicks.

And also you can shout dragons and basicly everything, why not shout open locked doors and chests

yeah that would make sense actually.
Using fus ro dah or any shout on a chest could damage to objects inside so that has an excuse. but using something like a HAMMER, an axe, or maybe even a pickaxe...or any thick solid in skyrim could open a chest

I can have level 15 in lockpicking and STILL it only takes me about 20 lockpicks to get a master chest open? xD
