Yes, it is. Part of the reason why older cartoons will always be better than most of today's cartoons, as they were made in a time when people like that were far less common.
I'm pretty sure characters like her still appear in cartoons for teen and adult audiences, but it's safe to say they will never appear in kids cartoons again.

Well that's just stupid. People like that ruin everything they touch.
Maybe it's a good thing I lost cable when I did, and can't watch TV anymore. I would've hated seeing all cartoons become pussified by these people.

It wasn't by choice that I lost cable, and I also lost something else at the same time. But at least I got the more important of those two things back. Also, I've been doing fine without cable, so I don't need it to get by, and I don't have the desire to spend money to have it again anyways (nor will I ever have the desire to spend money on the dozens of streaming services out there.)
I care too much about my safety and security to ever do that, and I don't have the money to go out and buy home media of movies/tv shows (and blu-rays are a luxury that have always been and always will be forever out of my reach.)

I'm gonna write a fanfiction story about her and a human man who fall in love after he rescues her from danger, get to meet each other's parents as the parents of both races (human and anthro), date, soon get married, go on a honeymoon, her pregnant and having adorable anthro bear cub babies etc. it's gonna be a nice story. It will be fanfiction-14 (my rating in some parts) and a few chapters (fanfiction MA for intimacy in some parts and language).
Hope you don't mind outside species/race romance especially on Bojack Horseman and all.

I remember someone who worked on Animaniacs saying the people in Standards and Practices were almost as demented as they were. If the same people were in charge of censoring Tiny Toons, well, that explains a lot.Β Helped that most of the soccer mom moral outrage at the time was directed at music and videogames, and not cartoons.

I still wish censorship rules would go back to the way they were in the 90's, back when most people weren't so easily offended. Characters like Julie, and the adult humor of shows like Animaniacs and TTA just wouldn't fly these days (at least not in kid's cartoons.)

Adult animation programming blocks like Adult Swim didn't exist in the early 90's, and anime was even more niche than it is now, so honestly it's more like the 'adult humor' and characters like Julie didn't vanish, they just ended up in shows not meant for kids (or we just let Japan do it, because they animate boob jiggle better than anyone). The new Samurai Jack also proves that non-comedy, adult-oriented western animation is viable now. We might see more shows in that vein in the future, western-made action-adventure shows directly meant for older audiences, and not just stuck in the "kid's show that is also engineered to have a lot of appeal to older audiences because we'd REALLY like to make a show that isn't a kid's show" box. Which is a development I welcome.
Plus you've got Steven Universe, which is basically "space lesbians, the cartoon" (something that would've NEVER flown in the 90's), and Gravity Falls turned into Disney's Evangelion. I wouldn't say all the maturity got sucked out of kid's shows.

What makes stuff like Heavy Metal, Wizards, Fritz the Cat, Watership Down, Duckman, The Head, The Maxx, Aeon Flux, Fire and Ice, American Pop, Fantastic Planet, Lightyears aka Gandahar, Ninja Scroll, Akira, Ghost in the Shell, Wicked City, Golgo 13 The Professional, Spawn TAS, Princess Mononoke etc. no different? i mean these were before South Park Β or Bojack Horseman or Rick and Morty and Simpsons was the only mainstream adult animated show yet Duckman was on USA Network. Afterall these are all adult animated stuff.

I realize that now that I've thought about it, but I like when kids cartoons push the boundaries, and have stuff that only adults would understand. It's too bad that most don't do that, since they don't want to upset all the overly-sensitive people...
Also, I haven't been able to see the new season of Samurai Jack, the majority of Steven Universe, and the final season of Gravity Falls due to losing cable almost 2 years ago; so I know I haven't seen those sides of those shows. I know Regular Show was a recent kids show that had adult themes and humor (and even some very mild language.)

TTA did a lot of parodies of TV shows popular at the time. One very popular show back when MTV actually played music videos was "Just Say Julie", staring Julie Brown. The show was very "random", featured Julie hosting music artist and celebrities, and getting them to do silly things. She would wear outfits, like the one featured in TTA, that showed off her ... uh ... assets.
By the way, Julie Brown is the voice for Julie Bruin and Minerva Mink.
And, being the ditzy sexy girl is one character comedian Julie Brown appears to enjoy playing. Examples include her movie, "Earth Girls are Easy" with the hilarious song "'Cause I'm a Blonde". I like her funny songs, like "Homecoming Queen's got a Gun" and "I Like Them Big and Stupid".
Her bust probably got past the censors because the producers simply pointed to her real show on MTV and joked, "Uh, we have already made her appearance more modest than this ...".

I'm already aware of her background; I looked her up on the TTA wiki, since I was unsure of what animal she was. I don't think I've heard of "Just Say Julie" until I read that article, though. Didn't watch much MTV when I was young. I don't think I've seen "Earth Girls are Easy" either.
Also, I am a fan of Minerva (and I've done some fanart of her.) She got more spotlight in Animaniacs than Julie did in TTA, though, despite being just as sexy and mature in design.
The 90's were a simpler time. I lived through them; but was too young to understand most of what it was about. In today's cartoons, if they put a character like Julie in them, I don't think it would pass the censors; but then again, with cartoons like Regular Show, which has more adult humor than usual, I'm just not sure.
