If you're referring to the character from one of the Goofy movies/TV series, then no, this is not her. The character in this pic is Julie Bruin, who appeared in the Tiny Toon Adventures segment "Just Say Julie Bruin" of the episode "Tiny Toons Music Television" (which, sadly, was her only major appearance in the entire show.)
