Maybe her design was too mature to be recurring, kind of like how Minerva Mink from Animaniacs didn't appear often (though she appeared more than Julie.)

If I were to speculate, I would say that Julie Bruin most likely didn't become a recurring character because I think Warner Bros. would have had to pay Julie Brown royalties for the character despite being a parody (and Julie Brown basically making fun of herself).  There's also the possibility that the writers most likely took the character and joke as far as they thought it could go, but who knows?

Here's some trivia for you: the particular episode that Julie Bruin appeared in, as well as the show's opening, was animated by Tokyo Movie Shinsha, the same Japanese animation studio that, two years earlier, was responsible for the animation job of the anime movie that got the ball for anime rolling in America -- Akira.

I saw it, too.   Man, everytime I watch that film, I notice little things I've never seen before.  The animation seemed to be slightly off to me when Adult Swim aired it, not to mention that the TV edits were very minimal, but otherwise, it was the 2001 English re-dub of the film that I've grown accustomed to.

It would've probably been better to watch it without the TV edits, even if they were minimal. I also forgot to mention that I had recorded it with my DVR, since I didn't want to stay up til like 2 or 3 AM watching it; which also had the benefit of fast-forwarding through all the commercial breaks.
