In the GIMP, from the Filter menu, there's an option called "Animation". From there you can make an animation from layer to layer.
I'd like to explain more but it would be a bit long; if you want, I can send you a note. Whaddya think?

Well, to explain the low quality: they're made in MSpaint, with my mouse. With GIMP I only made the animation.
