Still they are in a surpricely convinient part of the eyes. They in the corners while freefalling onto him they should be not gathered in a single place on the eyes if not the whole face.
So I'm right, it's open for interpretation (most likely), vavacung made it look him more crying [that becomes deep with his straight face; just remembers even more abaut his lack of mind] or vv was lazy to draw more droplets.
