Cutter would like everyone to think he's a nice guy, a reliable doctor, and a trustworthy friend. All the man ever wanted in life was a little respect and appreciation. As long as you kiss his ass, you better believe he'll be the best friend you've ever had. However if Cutter ever was truly nice, those days have long since passed.
He thrives on social interaction, and easily forms attachments to other people, he may grow possessive over these people if they don't keep him at arm's length.
Cutter can be unpredictable and violent if provoked, and he lies as easily as breathing.
Identity theft (cw: suicide)
Deeply in debt, Sam visited his brother Doctor Hartnell to ask the man for a loan. Instead he found he had committed suicide in his home. Acting on a whim, Sam decided to take over the man's entire life and career, posing as his own brother and a doctor despite a lack of any training.

History
Childhood
Born in Victoria Australia, Sam Cutter was the youngest child of three sons. He was also the least intelligent, driven, and talented of the bunch, at least according to their father.
From a young age he coasted along in life supported by his wealthy family, but often overlooked and ignored by his parents.
He had a good relationship with his two brothers, particularly when the boys were young. Sam always looked up to his eldest brother Hartnell, and likewise Hartnell always looked after him.
When Sam was sixteen, Hartnell was already well on his way to becoming a doctor, Sam however only scraped through school, and fell right into unemployment after that.
Adulthood (cw: drug use, gambling)
Adulthood never seemed to arrive for Sam, he did occasionally find dead-end jobs, but they were unfulfilling and always ended prematurely.
Frustrated and envious of his more successful relatives, he took to gambling and after a nasty streak of bad luck was plunged deep into debt.
When he insisted on accompanying Hartnell to America, he did so claiming that he wanted to support him during his studies.
In actuality Sam was fleeing from local debtors and angry ex-girlfriends. After all his lying and empty promises he needed a fresh start.
Things proved to be just as unfortunate for Cutter in New York, he quickly found more debt to fall into, and more hearts to break.
So the cycle started anew, and put icing on the cake, Sam obtained a new addiction to alcohol, cocaine, and morphine, all things he didn't have the money to buy.
His life improved only marginally after he stole Hartnell's identity. Still grieving over his brother, he was always adept at lying, and managed to bullshit his way through being a doctor until finally he was spirited away to Dernee.
Maturity (cw: stabbing, murder)
When Cutter arrived in Dernee, he first thought he had arrived in hell.
His powers of charm and deception managed to keep him alive through his first few weeks, however they didn't save him from getting stabbed in the eye by a teenage girl.
Losing his left eye changed Cutter's perspective in more than just the literal sense, he knew he couldn't survive by just carrying on the way he was.
He needed power. Through Taffy's guidance he gained abilities, and eventually took matters into his own hands, killing a fellow doctor who had threatened him.
Things were looking up for Sam, until they weren't...
Inflicted with Madelene's corruption, he fell into madness for weeks, losing control and burning bridges until he had relatively few friends left.
When the fog finally cleared only his partner Nolan remained by his side, he however had grown mad too and it was not a madness that could be cured.
It was after Cutter threw his beloved Nolan from a cliff that he finally turned completely. He was no longer human, but a smoker.
Attack Tier 1
Trust me, I'm a doctor: Cutter can convince somebody purely by speaking to them in a calm and cheerful manner, that he is not a threat, he is in fact the most trustworthy person they've ever met. They feel comfortable and happy to be in his presence despite any red flags or animosity there may have been before. This lasts roughly 30 seconds after he has ceased to speak and the victim is aware that they were being controlled.
Support
Gluttonous blood: Cutter can consume any toxic or corrosive substance or medication, and suffer no ill effects. On top of this his blood will take on the qualities of whatever he's consumed for about a week, the effects can stack.

Needle Telekinesis: The ability to manipulate, levitate, and propel needles and syringes in his immediate vicinity. Lasts between 5 - 10 minutes depending on how many objects are controlled and how much effort is used.
Shadow Limbs
Shadow limbs reach his shoulders, fingers grow elongated with razor sharp clawed tips. Teeth resemble jagged crocodile teeth, placed unevenly in the mouth.
Shadow Blink
Intermediate, can confidently travel short distances and to areas he knows well. New areas may prove difficult.
Attack Tier 3
Blood storm: Cutter releases clouds of deadly black poison blood from his hands, this fog swirls around him as though it has a mind of it's own and may try and drown/poison anybody who comes too close by forcing itself into their mouths.
Dark Shifting
Cutter grows a few inches taller. Humanoid and made of rough jet black scales, he possesses a row of three red eyes on the right side of his face, the left side of his face has only three empty eye sockets. His teeth resemble a crocodiles and begin to jut from his mouth unevenly.
