Carnation has complete and total control over water. Able to move it and weaponized it at will. Her usual uses of it are walking on water, swimming, smashing huge amounts in waves at an enemy, and drowning victims.
She can freeze water, but she will not be able to move them unless she changes its state to a liquid.
With this comes the ability to sense nearby water.
She cannot control water unless there's a clear path toward it. Meaning she can't control water inside a person, inside a tank, inside a jug. The water has to be outside.
