I like it quite a bit But I dislike the wing parts as it's hands seem to be reduced down into more wing like. That is just me tho.

It's probably needs a wing because it's a Psychic/Flying type (Or maybe it changed types) and it has a relation with the legendary birds.
It might be Water/Flying or Psychic/Water or something else. Or maybe just the same.

Hmm that seems reasonable. I doubt there will be a typing change through mega evolution. Tho it can happen at any time as there was two Pokemon that had a change in typing as a result in mega evolution.

It happens every few years on this side of the coastal pacific. The biggest hurricane on recored history just happened lol did not hit my town though. Just rain still pouring around.

The last huge flood was years ago. Yes I am fine, but my house is not finished, it's a little hard to describe haha, but I am missing half of the roof on the second floor, so now it's rainy season and I am getting the living room a bit flooded LOL at least it doesn't get into the kitchen u.u

I love the way you actually increased it's original design and it's attributes instead of just adding a random wingset or something. (freakin pinsir)
Although I feel as if the back fins should be more sleek and smooth as apposed to strange, protruding limb-like attachments.

Fun fact - first I tried to do a Water Lugia focusing on the back plates, but while sketching I forgot about the initial thought and for some reason I did Flying Lugia (back plates and longer "beak" and even the tail's plates), then I realised my mistake but yet I liked the plates so they stayed.

This looks fantastic! I feel the most successful Mega Designs are the ones that enhance traits already presented in the Pokemon instead of just randomly slapping stripes and fins until the poor creature looks overly busy. It's simple, but in a very elegant way that makes Luiga really look like a guardian of the sea.
Really like the additional back fins especially.
Now I'm going to be really disappointed when Lugia's Mega finally does come out and it looks like a trainwreck like what they did with poor Sharpedo.

As for Sharpedo - it's mega form is an interesting paradox. You see - it looks complex, feels complex and acts complex. Yet, what will you get if you remove yellow marks and spikes? A standard Sharpedo! With a little bit longer "body", but yup, it's Sharpedo allright.
I consider Mega Sharpedo as an example of lazy Mega Evolution. They didn't change the pokemon - not even gone deeper into the design (like in Mega Sableye, Mega Slowbro or Mega Kangaskhan - they may look silly or simple but there is a thought behind this), just added stuff and accesories. But I must admit it - the toothy spikes on Mega Sharpedo's nose are kind of nice.

I definitely agree with that comment. For me, the most successful Megas seem to "enhance" the Pokemon, and take their designs to the next level instead of just coating them with details. I think it's why the Black and White Kyruem forms feel less successful as designs than the Primal forms for Groudon and Kyogre. Primal Groudon's shape doesn't change and all he gets is glowier, but he feels more powerful and the non-Primal form then feels like the weaker form by comparison. Which I feel is what the Mega forms should do.
I mean Mega Kangaskhan just has the baby come out of the pouch but that is a fantastic design.
Yeah, I definitely also agree on Sharpedo. Sharpedo is a shark/torpedo, so there were so many ways they could've made an interesting Mega design. Maybe go further into the torpedo idea, maybe making Sharpedo look like a submarine or something, or even just adding more shark traits like a long shark-like tail. But instead it was like "how many details can we throw on the actual Sharpedo design without actually doing anything to it, but look we added tiger stripes and sawfish teeth onto his nose, we referenced other sharks!"
And those toothy spikes on his nose are not even on the character model on Mega Sharpedo in the actual game so it looks even worse in-game. Yep.

Never thought of BW Kyurems in regards to Primar Reversion. But that is an interesting point. BW main legendaries designs are quite complex and even over the top. I remember struggling a lot when I tried making a fanart of Zekrom. Each official picture released back then, including models, sculptures, artworks, manga, White intro on YouTube (the game wasn't released outside the Japan yet) had differences. Base of the tail was fused or it had "outside" plates, the location of the tail's spikes differed, markings on head and chest were all messed up. Even the official White's artwork has errors. But I still think Zekrom is one hella of awesome legendary, and BW Kyurem (especially White Kyurem) appeals to me. Kyurem alone appears to me weak, dump. White Kyurem is a totally different being, and that's why the fusion idea is so cool. Yet, their complicated designs made them look like a pixelated mess in the games.
For the Primal Reversion, I'm not sure why it is there and if it has something to do with Mega Evolution, but it seem tackling the pokemon design more "delicately". All released Primal pokemon (including spin-off Dialga), look basically the same, but with glowing stuff (and being larger in size). Most noticeable change got Kyogre, but it isn't anything groundbreaking.
The spikes are retracted I belive. I remember seeing one of its animations whowing the spikes.
