I hear this in homer's voice. There's an episode where Lisa's cat died and I think homer said something like
Homer: don't worry Lisa we can get you a new kitty! *does that laugh of his*

It was something insensitive like that I haven't watched the Simpsons in forever. This comic just reminded me of homer not that pinkie is homer but they are both innocently insensitive and they both mean well they just tend to say the wrong thing at the wrong time
