Sidenote: Back when I made superhero stuff in Heromachine, I dreamed up three different characters named Whisper, the joke being that the name was such an obviously cool superhero name that three different individuals in the Congo, Ireland and Finland all independently came up with the same name. They ended up meeting up and forming the Council Of Whispers, helping each other out when necessary.
Now she can join, too.

That actually seems entirely plausible and she'd be honoured to join.
Whisper was a name given to her by friends though as she's only capable of speaking in barely audible whispers. She didn't choose it herself. Is she still eligible for membership?

The more the merrier! It's not like these people would be stepping on each others' toes much, since they're all on separate continents/landmasses. There was also apparently an American Whisper that I forgot about.
Heck, I'll make a little post about these guys, why not.
