You can tell the creators of the game did tons of research on the style and theme of old 1930’s toons. Like this game is better than any cartoon that has come out in the past few years. I WOULD legit watch a cartoon spin off of the game which I think Cartoon Network, Nick or Disney should look into these guys.

Basically he has the aesthetics of Dr. Cortex.  The robotic skills of Dr. Wily and for some reason the Chaos Emeralds like Robotnik.  He is a send up for video game mad docs.
