I think Grimmel was the better choice for The Hidden World because being what Hiccup could have become had things gone differently in the woods all those years ago, Grimmel is/was believable as someone who posed a real challenge to Hiccup. Drago was Toothless' opponent in HTTYD2 while Hiccup's part of that story was meeting mom, losing dad, then becoming the chief. I can't help thinking that Drago was dropped from the third movie because anything he'd do against Hiccup and Toothless would have come off as a grudge-match.
Having said that, I should also say that one reason I'm considering a formal portrait of Grimmel is because I love his costume - the way he carried himself in it, and the way he could move in it.

You are not the only one with that opinion of Grimmel. I was impressed with the character the first time I saw the movie, but on the second viewing, I saw that he has the kind of mind that can search for solutions for anything he comes across - even if he doesn't fully understand all the details of the problem. I found myself comparing him to Jarod from that old series 'The Pretender.' Evidence of Grimmel's occasional lack of full understanding can be seen in the resolution of the conflict in the movie. Hiccup bested Grimmel because Grimmel didn't realize the kind of sacrifice Hiccup was willing, and able, to make to save Toothless. This placed Hiccup in the position to make that last little twist that sealed Grimmel's fate. (Trying to avoid spoilers for those who are waiting to see it on home video.)
