Hello there!The Handelsflagge is to be flown by all German commercial naval vessels and is one of four German flags to be flown on the seas; the others being the Naval Ensign(-the Reichwehrflagge) for the military, the State Service Flag(-Reichsdienstflagge) for all other government origanizations (with one exception) and the civil flag, in the form of the national flag of a Tricolour of Black-Red-Gold, for civilian usage, for basically every other not yet covered vessel. The Handelsflagge was adopted with every other modern German flag in 1936 and picked up the design of the revolutionary German Reich's Naval Ensign of 1848/49, visible here on the left side:

It just alternated the double-headed Eagle to the contemporary single-headed Eagle. The reason for the adoption was to revive the democratic traditions of the German Revolution of 1848.
Note: Also I didn't want to let the sound design go without usage and recognition. The same reason goes for the one exception with one state-service flag in particular.
