not sure how you got this effect, but it reminds me of those gatorade commercials where the different colored sweat is dripping down the athletes black and white toned bodies. and yes, the bubbles look like goo since they're colored.

i can't remember exactly, but i think it was probably a solid color layer set to "soft light" in photoshop
