I enjoy drawing clouds too much.
And scenery from the Floating Island.
Or the Floating Island in general. But floating islands are awesome.
This was a lot of fun to draw. I just experimented with some colors and it looks freaking scenic.
Painted in GIMP. Lost track of how long it took. I got kinda carried away with the smudge tool and the clouds. Like usually. Just that this picture has more clouds than most others.

You can get views like that from some mountains. Not all, but if geography is on your side, you can be higher than the clouds even from not super high mountains. Best shot are mountain ridges that are prone to cause condensation clouds (when clouds form because the air cools as it tries to cross the mountains). Or you can be lucky in temperate regions during autumn or spring mornings, when the valleys fill with clouds (though that's less an above the clouds only looking at sky view). I have hundreds of photos of clouds from above (literally so, I'm trigger happy with a camera). Some are in my DA gallery, though no sunsets. My travel companions aren't super motivated usually to hang out on top of some mountain to let me photograph the sunset. The trouble is that you have to get down in the dark after.

Thank you.
Try using a very soft brush at low opacity so you can shape out the clouds as you go. Then use the smudge tool to blend things together some more and give the clouds a fluffy look at the edges.
