You're telling me he leaves that part of his face uncovered because it's safer than hiding a part of you - that can be painfully ripped, torn or shot off - with armour the way he's cleverly - read: wimpishly - covered the rest of his vulnerable oh-so-human body?? No way. Mistah J doesn't wear armour but instead favours immensely well-tailored suits in flashy colour-schemes and he doesn't give a fuck what happens to him, Batsy's all armoured up and drives a flashy Kevlar-reinforced tank-like car. The only realistic explanation for Batsy's uncovered chin is that he fancies that little cleft thang he's got going just a little too much for our liking, because really, he could easily have fixed up his suit to cover his lower jaw and chin area while still allowing for freedom of speech and movement.
Batsy is chin-conscious and lacks fashion sense. He is clearly jealous of Mistah J, who is sex on a stick and totally awesomely pain-resistant - plus he throws a great party-crashing and is comfortable enough with the way he looks to go on and on about it. All the time. He even has varying accounts of why he look the way he does. So clearly, witholding this cookie is an expression of Batsy's unattractive envy. Joker for King.

I imagine Robin being turned on a spit over a roaring cash-fueled bonfire with gasoline cans everywhere and Mistah J pouting as Harl feeds him cookies in a Roman-Emperor-esque way while Batsy watches in distress from a large cage and Mistah J tells him he can't have any until he learns the value of sharing.
