It's a fanon theory that people started I believe based on the fact that he remotely looks like a skeleton and they're the only other two skeletons in the game. There's also some cryptic messages found later in the game and some things involving Sans that lead people to believe there is a connection between Gaster and them. I've also seen headcanons that he's their brother, that he and Sans worked together, that he made the brothers via science experiments, etc.

What we do know based on evidence in the game is this:

Gaster was the Royal Scientist before Alphys. He made the CORE that generates their power. The three things said about him are that "he fell into his creation", "his experiments  went wrong", and "he was shattered across space and time". He talks in a typeface just like Sans and Papyrus do which is different from other characters in the game. The River Person refers to him as "the man who speaks in hands". There is also a room in game where this message is displayed:
"ENTRY NUMBER SEVENTEEN DARK DARKER YET DARKER THE DARKNESS KEEPS GROWING THE SHADOWS CUTTING DEEPER PHOTON READINGS NEGATIVE THIS NEXT EXPERIMENT SEEMS VERY VERY INTERESTING...WHAT DO YOU TWO THINK?"
It's all written in Wingdings which is the font associated with Gaster.
So we know Gaster is scattered across space and time. Sans is also linked to timelines as he knows when you've reset the game and played through again. He also has a secret lab behind his house. Sans also uses Gaster Blasters during his fight and talks about how "our reports showed a massive anomaly in the timespace continuum. timelines jumping left and right, stopping and starting..." which implies he wasn't alone in studying timelines and the like.
There's also a pictures in Sans lab of three poorly drawn people that says "Don't Forget".

Thus why folks see a connection.

I get all that, but still why would he be a father?
Is it the Star Wars effect, every mysterious character is someones fucking father?

I believe Gaster was a humanoid robot that had Sans and Papyrus as lab assistants but then Gaster died, and Sans and Papyrus had no where else to go but snowdin which is why people say that they randomly appeared one day.

Also those pictures, and that machine, it could be something they were working on, and maybe that picture signifies 3 characters that are never mentioned and sans is telling himself not to forget them, cause they could still be out there or something.

I don't know.

Honestly he seemed more like some kind of robot rather than a skeleton, I mean he looks absolutely nothing like one.
Also since he's a robot he spoke in Wingdings rather than english opposed to the skeletons where they talk english.

Overall I don't see how all of them having different fonts automatically means they're related.

that's like saying everyone in the game besides sans and papyrus are related because they all have the same font, it's just moronic.

Hey man, people have different headcanons. Like, I don't really see where you're getting robot from his sprite but like, you're entitled to your opinion and your headcanon. People see things differently, there's nothing wrong with that.
