all I found out from my friend is that Neox is age 17, he acts like Shadow and he got a robotic arm and his only friends are Shady, Zephir and Shame.

I found someone who made a story for him and I give him credit for making the story

He was the best GUN agent 25 years ago, but eventually he started to rebel against the organization, cuz he disagreed with its methods.(such as "killing" dr gerald robotnik's project shadow and closing the ark)
Infortunately for him, he had became too strong, and with his recent rebellion, he had become a big threat to the "national security".
GUN started to hunt him and his allies one by one. It was a much more violent organization that time. Eventually they cornered him, and althrough they lost hundreds of soldiers, they managed to defeat him, and then leave him in a frozen state, inside a capsule.
They then hid that capsule in a underground facility, and never spoke of it again.
But recently, when some bounty hunters found the facility,(obviously looking for a treasure of some kind)they accidentally freed neox of his frozen state. After having all his friends eliminated, being hunted down by the very organization he served his entire life, and crionized for 25 years, Neox had lost his reason. The way to sanity was gone to him, and he could only think of one thing:
To bring total annihilation to the GUN forces.
