I decided to check if there's an additional headshot damage once. I was on a rooftop in Morthal, I think, and I shot a guard in the head but didn't cause much damage. Then I reloaded and shot him exactly in the knee and I almost killed him. xD

The lower arrow must've hit a lung, otherwise it's hard to believe those two shots would've been lethal; bloody painful (hence the point of the screenshot), but not lethal.
