I use Photoshop Elements, I think version 5? It's pretty old, I haven't updated to something newer since I got it years ago D:

Hmmm, well I'd say start with a cheap tablet to see how you like it first. There's not much of a difference between the expensive ones and the cheap ones when you're a beginner, unless you get the super duper expensive ones xD My first tablet was Wacom Bamboo Fun tablet, now it's a Wacom Intuos pen & touch tablet. So I've only tried those two, and I was pleased with both!
For the Software I prefer Photoshop, but it took some time to learn. Maybe you would prefer something like ArtRage, where the brushes and painting feel more realistic? It's all a matter of taste really
