He (unknowingly) traded his ability to walk and fly for his sister's handicap. When she walks and flies and etc he feels it as extremely painful muscle spasms. The only way to avoid the pain is to remain within the circus grounds... however he is still bound to a wheelchair. Although he his paralyzed he can still feel his legs/wings. He can't move them, but that doesn't mean if say, he somehow injured his knee that wouldn't feel it. No that will hurt and he will spew out many colorful words. The reason he can still feel them is because his backfire causes him to feel and to remember the pain of them.

Personality:
Seeley is not a happy-camper. I mean, he gave up his own happiness for his sister's, and though he doesn't regret his choice he's still consumed by the dark jealousy and ever-lasting sorrow that came with it. He's generally a grouch, and can be rude most of the time. It's hard to break through his exterior, though once accomplished he may show signs of mild tolerance. Good luck with that. He's a prideful 'mon, he hates it when others try to help him or push his chair--he absolutely despises feeling dependent and will refuse any and all help no matter what the situation. He has somewhat of a softspot for children--as in he's less of a meanie towards youngens. Not by much but still. Seeley just generally hates people... he's a depressed guy. He's a sad sack but he doesn't show it externally, all he shows are his frustrations and anger.

He easily loses his temper, but don't worry he's all bark. He'll more likely cuss you out than take a swing, but things that can trigger violence are: talking bad about his sister, insulting/taunting him, stealing his stuff.

This Latios is also a stubborn pain in the ass, once he's got his mind set on something he's determined to do it no matter what. Don't try to hold him back or else you'll get trampled by his wheelchair, he doesn't care if he's 'crippled', he acts as if he can do anything just as well as everyone else. In his head he has no limits, despite his body's confinements. This can lead to pretty reckless behavior, to be frank he doesn't really care, but he pushes himself more than he should. When he's not barking at people or being a douche-bag he's just... really quiet and focused on whatever he's doing. In otherwords I guess it appears that he switches between "I'MMA BITE YOUR HEAD OFF" or "................. leave me alone." It's part of the depression, he's doing the best he can but honestly he can't help it.

History:
"Tomas! Tomas! Practice with me again, please?"

Tomas adored his little sister, Teagan, and all who knew of the Seeley's were aware of this. His days were filled with teaching her how to dance and taking her out around town. Of course their parents loved them just as much, they were busy trying to keep them out of debt. Tomas was to enlist in the police force, and Teagan was to be married off to unite them to a wealthier family. Their parents had all of their best intentions in mind, and Tomas trained hard to prepare for the tests that would be ahead of him before joining the force. While Teagan was off meeting suitors, or at least that's what she would say, Tomas would be struggling to keep up with school and his family life.

Days before the final exam that would determine whether or not Tomas was fit enough to become a policemon, a terrible accident happened. His sister was caught in a freak-mugging, she was shot.

The Latios cared for her as she, luckily, recovered. However the bullet hit her spinal cord and she could no longer walk nor fly. The family was relieved that she would live, but she spiraled into depression from being confined to her bed. Weeks past where she would refuse to go outside in her wheelchair, the only thing she would do was stare longingly out the window. The Latios swore to find out who was responsible for her misery and to bring the bastard to justice... Tomas finished his exam with a heavy heart, for it burdened him to see his beloved sister so distressed. As he came home that day the idea came to him: he would take her to the circus--it would be fun, she could get some fresh air and see magnificent acts. She always loved the circus when they were just children.

It took some convincing, but he managed to wheel her out to the circus grounds. After the first hour or two of browsing the stands and playing silly little games, they stopped at a show-tent that was preparing for it's next act. Teagan vaguely mentioned being hungry--which was a pleasant surprise for she had hardly eaten since her accident--and Tomas hurried to fetch her the sweetest of fair foods. But... when he came back with candy apples at hand, he caught sight of her doubled over in her chair. She was sobbing.

The Latios stopped a few feet away, where she hadn't seen him yet. The candy apple sticks bent in his grip, his teeth grinding against each other with pent-up frustration. He couldn't do anything! He was so aggravated that he couldn't help his baby sister...

"Good sir, you look distressed. Oh my," the mysterious voice came from a tall 'mon dressed in black and wearing a top hat.

"What's it to you?" Tomas bit out, taking a step back distrustfully.

The two spoke, and Mr Dark offered a single wish. Scoffing at the idea of wishes, Tomas thought about it for a moment. He knew exactly what he'd wish for. He'd give anything to help his sister. Anything.

"Are you quite certain?"

"I wish my sister could walk and fly like me again."

In that moment the most excruciating pain he'd ever felt shot through his legs, and suddenly the world was tilting.

~Darkness~

Tomas awoke in his bed screaming. His legs, his legs hurt so much, he couldn't move them and yet they were twitching and rippling with rolls of pain against his will. The doctors were baffled with his condition, however they called his sister's recovery a miracle. He spent the day stuck in his bed, clutching at his knees, his thighs helplessly as spasm after spasm crawled through his paralyzed muscles. His sister fretted over him, it only made it worse. Finally when night came and everybody was asleep, Tomas dragged himself across his bed and towards his sister's wheelchair, which had been left in his room. The pain had subdued, for now. The Latios struggled into the chair and left his home, feeling only the occasional shoot of pain through his legs.

It wasn't hard to figure it out, it was the damn Darkrai's fault. He did something to him--it was the wish. What did that demon do to him?! When he found his way to the circus, everything was revealed and it all made sense. In exchange for his sister's freedom he had given up his own... He could never rip away her happiness again, and so he remained in the circus. Safe from the pain that came with his wish, but forever bound to his sister's wheelchair for his legs and wings were still useless.

His eyes are icy cold looking, they're a very very light purple, which gives off an intimidating aura almost by default.
  The ribbon on his wheelchair was his sister's. If you don't want to die don't touch it. AT ALL.
  Seeley is mean most of the time--but he doesn't try to be. It just comes instinctively. He hates that he's stuck in a wheelchair and he hates that he had his own dreams ripped away from him.
  He actually passed his exam with flying colors, but was discharged before even officially joining due to his newfound condition.
Good luck with romance. He's a tough guy to crack, and if you want to weedle (HAR) your way into his heart then buckle down because it'll take a while!
Sometimes Seeley rolls outside of the circus boundaries just so he can feel the pain--everytime his sister moves her legs or flies he can feel it (though it hurts). It's validation that she's alright, and a few minutes of pain every other day is a reassurance. If say, a 100 years pass of him being in the circus and she passes away from old age he would still be safe within the circus grounds. However if he went outside the grounds his legs would begin to deteriorate--imitating the condition of his sister's corpse.
He wouldn't admit it but he actually really likes massages, especially focused on his lower back (right around the area just above where he can't move). His back is sensitive, and he's always tense and stressed so that doesn't help with the muscles getting locked and stuff (especially now that he can't even stretch as easily himself).
Seeley had violin lessons since he was just a child, he is well-practiced and plays alone in his room to relax. It's one of the very few things that actually calms him, though he's not really interested in sharing his talent with others.
