That is Steve Rogers. He adopted that costume and took the name of "The Captain" during a storyline where he was told he could either serve directly under a subcommittee and follow their orders without question, or abandon the Captain America identity altogether. Feeling he needed to work autonomously from the US Government to be truly effective, Steve walked away from the Captain America identity and took on a new superhero moniker to keep working as a superhero without oversight.

It was Mark Gruenwald's idea, I believe.
It was part of a storyline which had Steve Rogers be told by a Governeent oversight committee that it was the U.S. Government that owned the Captain America identity, so if he was to keep using it he had to report to them directly or forfeit the identity. Rather than work with such stringent oversight, Steve Rogers chose to abandon the identity and forge his own path. He adopted a costume that was similar to the one he wore as Cap, with a new shield designed by Tony Stark, and took the name "The Captain" to continue on where he left off.
Meanwhile, John Walker- known as the Super-Patriot at that time- was approached by the committee to be the new Captain America. John eagerly accepted the role, and began accepting assignments for the committee. John proved to be a very brutal and ruthless Cap, even killing two of his opponents who had just killed John's parents right in front of his eyes. This was eventually revealed to be a ruse by the Red Skull, who backed the committee, and planned on having an unstable person don the Captain America identity in order to crush Steve Roger's spirit.
Eventually, Steve Rogers uncovered the Red Skull's plan and defeated him, reclaiming the Captain America identity and costume. John Walker, meanwhile, took Cap's old Captain costume and became the U.S. Agent.
