Very pretty picture ^^ However, she is a young lady who paid to be dressed up as a Maiko. It's a popular activity around places like Kyoto, a lot of the studios allow the girls to wander around the town in their outfits for a couple hours ^^ I really like the focus though ^^

As far as we got the explanation, the lady was a pupil in the "Maiko School" that was in the area ... and it seems a bit differently from the trend you were referring to ... but ... It's quite difficult to judge when you spend only a few days in the area .

Well, there are Geisha schools (Not really Maiko Schools) And Maiko are girls training to become Geiko (Kyoto Geisha). The studios that dress the girls up who are not actual Maiko or Geiko can do a very good job, but they tend to get a lot of things wrong, if you would like, I could tell you a couple of the innacuracies I see in this picture, it would also help if you let me know what month you took this in as I'm sure the kanzashi (Hair ornaments) she is wearing are meant for a different month.

OK. I bumped into a big specialist and I am so glad. The Maiko is the denomination of the pupils untill becoming (Kyoto) Geisha... the pic has been taken as indicated (Mar 29, 2014, 2:40:52 PM). I highly appreciate your contribution to the enlargement of my understanding and that of the larger public

Yes, yes they are.  From when a Maiko debuts (Called Misedashi) They will train for about 4-5 years depending on the age of the girl when she debuts, she'll debut at the age of 20-21 as a Geiko (Called Erikae) With her wearing a kanzashi meant for April rather than March and the fact that this was taken in the afternoon rather than the evening (Maiko and Geiko don't usually start going to their various appointments until around 5 pm, those are pretty good signs that she's in fact just a young lady dressed up. With that, the other signs I see are;
The Ribbon: While Maiko do wear cloth in their hair there, the cloth they use is much thinner and doesn't quite hang like that, instead it's tucked behind the kanzashi.
The Lips and Kanzashi stages: Do you see that pretty dangling folded silk coming from the Sakura Kanzashi she's wearing? That is called Shidare, Shidare are only worn by Maiko who are in their first year of training. There are special Shidare with Special Kanzashi worn during Setsubun which can be worn by more senior Maiko, but this is not the appropriate Kanzashi or Shidare for that occasion. Maiko in this stage would only have their bottom lip painted, not both their top and bottom. After they complete their first year, they are allowed to wear pain on their top lip as well.
Undercollar: Maiko, especially in their first year of training will wear undercollars that are primarily red with designs sewn in, her collar has very very little red in it, to me, looking at the collar, I would think that she was probably at the end of her second year or the middle of her third year, not in her first year.
Finally, do you see that strip of red between the Hikizuri (Type of Kimono) and the under collar? That's something the studios like to do to keep their kimono looking nice, they sew a sort of juban lining inside the hiki, sometimes hiki are lined like that, where there is a strip of color, but the lining isn't red or patterned like that.
See how this doesn't quite add up? If you would like to see what a Maiko at this stage would normally look like, I would suggest searching for pics of Maiko Mamefuji on flickr or on tumblr. ^^
