Description
Sailor Canada is Sailor France and Sailor England's child from the future. It is unclear exactly how she can be the child of BOTH, but she calls Sailor America Auntie. She likes hockey and ice cream. Her powers are a mystery, but it's not because she doesn't show them off - it's because she's ignored most of the time. Think Togepi from Pokemon. She has a pet bear that follows her around. The only people who pays her much attention are Sailor Russia and the mysterious "Tuxedo" character. Sailor Russia REALLY wants Sailor Canada to become her friend. She creeps Sailor Canada out. Tuxedo may or may not be flirting with her. Regardless, Tuxedo buys her a lot of ice cream.The Axis Scouts don't even realize that she's one of their enemies. She's ignored that much.
(Three guesses on which Hetalia character Tuxedo is! Yes, your only hint is that he gives Sailor Canada ice cream.)

Aw, thank you so much! Sailor Canada has been the most popular out of the ones I've made so far. I'm thinking about making some more with Austria, Switzerland, Hungry, Prussia, and Liechtenstein. I'm a little disappointed that I'm unable to find a Tuxedo Mask program that I used for the Sailors, though. I really want to make Tuxedo Cuba.

I say go for it! Do your best to find a Tuxedo Mask to modify! Or if worse comes to worst, find a picture of Tuxedo Mask, color his face brown, give him dreads and stubble, and TA-DA! Tuxedo Cuba!

Dreads are actually fairly easy. You just draw long sections with rounded-off ends and add a bit of texture to them. It's a lot easier than braids, and somewhat easier than long, flowy shoujo-manga hair.

The program I was using wouldn't let me give him glasses. Or America glasses, for that matter. Blame none of the Sailor Scouts having glasses while in their uniform.

While I'm pretty sure Iceland is in Axis Powers Hetalia, I've never seen any of the scans with him in them, and I don't know how he (she?) interacts with Canada.
Here's a hint: the Hetalia character in question appears in the anime.

*sighs* He is the representation of a country that is known for a particular kind of cigar. I believe these cigars are popular in movies featuring crime bosses or really well-off criminals. They speak Spanish in this country. He's also the only dark-skinned character in Axis Powers Hetalia at this time. The only other dark-skinned characters are African countries who appear in the unfinished Gauken Hetalia video game-thing.
When he first meets Canada, he mistakes him for America and beats him up. Once he realizes his mistake, he feels really bad and gives him ice cream as an apology. He then invites Canada to his house/country. But Canada is dressed in a Hawaiian shirt when he arrives so he mistakes him for America all over again.
