Compared to some of your other works, I find this one to have very nice proportions. as well as a good chibi anatomy.
(I might have checked out some of your older work as well)
The vibrant colors give away her softer personality, as well as her well executed expression.
The shading is very very good. Its soft and diffused on the cheeks, reflecting that the hair is softening the shadow,
and harder on the shoulders, where only the head, a more defined material, is throwing the shade.
10/10 would cute again !

First off I really like the colours here, especially on the character! Her expression is nice too.
One thing that is distracting me a lot is that some of the lines are unclean. What I mean by that is that the lines intersect each other when they shouldn't, they're wobbly, or you can tell that you went over a line more than once. This seems to be common throughout your entire gallery. A suggestion I would give you is, if your art program allows it, put the brush stabilizer on. This will help your lines look extra crisp and smooth. Another thing is to gain confidence in your lines and not go over them as often. Another thing is image quality, saving your image as a JPEG is going to make it look fuzzy, add pixilation and even sometimes ruin the colours. Always save as a PNG for the best quality!
