Finding out which badges this dick earned was a chore. Especially when it turns out he just returned all the ones he stole...since that's totally something the character would do in Any reality, and since any Gym Leader with common sense wouldn't give a thief (who also happens to be Team Rocket's spawn) another shot at earning them, he had to go to Kanto to get enough to legitimately beat the Indigo League, where he currently sits as Champion, undefeated.

While you might expect that to be because of the three Legendary beasts, he typically doesn't use them in League matches for the title, content to summon them as only Tamers can, when he needs them. Being Giovanni's son, he's ruthless, strong, and even won the World Championship once. It's a safe bet that he'll try to reclaim that title again. His family doesn't take losing very well.

The key difference between the canon versions of this character and my own are namely focused around Lugia. Because another to-remain-obscure Trainer already tamed the Beast of the Sea around Japan, Silver here never got the chance. He doesn't really need Lugia though, as his team is monstrously strong.
