He never killed anyone in the manga nor anime.
He was only one of the people who entered the 22th World Martial Arts Tournament, and he was fighting againts Goku, and he lost.

Later, when Tamburin ("King" Piccolo's henchmen) came, he killed Gilan.. So Gilan was basically a good guy, only a versus opponent to Goku in the Tournament.

And Gilan was also alive in the end of DBGT.
When Goku was fighting againts Vegeta.Jr, you could see Gilan (Or someone looking like him) in the crowd cheering for the fighters. LoL

Lol, he's not immortal. But I'm sure that he killed or was about to kill some people in that village where Tamburin attacked him.

Also people there were happy that Tamburin killed him, so it seems he was nasty.
