Cell looks awesome. Out of ALL the villains, Cell has won my attention ten-fold. For me, there is no other like him. Other than being strong, Cell was also intelligent; he didn't rely solely on brute force alone.
Cell is like the demonic entity of the Z-fighters and Freeza manifested into a being of his own. If I had to guess his personality, I'd say "super sadist". He's evil, yet oh so awesome. Cell looks like he fits in just fine in Hell.

Thats pretty good. Cell need a few fixing though: His skin is too white, he look more like a Zombie Cell than Perfect Cell. The black stuff around his eyes look a bit emo, you should get rid of them in order to make him better. The green and yellow parts are good, good job with that. Nice background, who made it? oh yeah I know who did it....
