Description
Probably a following part for the council meeting picture - Loki back in Asgard after his punishment for his crimes: a few years with the Frost Giants and his parentage made publicly known in the Golden Kingdom. And Thor has been avoiding him since his return, so have the Warriors Three and lady Sif.
It would most likely be a pretty weird situation if Loki happened to attend some battle training with the Aesir, for all everybody's ever been trained to do is to kill a Jötun if you see one. Then again, Loki was actually scary enough the way he was before all of this.
