It is an interesting background story as you really seemed to have extrapolating from all the pollution issues we have nowadays.
Also, Babylon5 still seems to be the only franchise that has the capital outside the USA XD .

Well, I think the United Nations of Earth from Stellaris have their capital in Ulm. Not that you´d notice since it´s grand strategy; each planet is treated as a single area.
For me it´s mostly that the real-life UN assembly is in New York. And Supreme Court in Geneva! Perhaps I should note out a third country as the location for the Secretary General´s office? XD

There are plenty of good places on Earth, but places like New York clearly makes it easier for narrative since most people have seen at least soe of it thansk to all series and movies. But since it is your setting, then it's your decision and nobody else's .

That is true, though it would likely be very different in 700 years (I mean, by this time Lady Liberty would be standing in water and the Manhattan skyline would be unrecognizable).
Though maybe a good idea would be to place both Assembly, Court, and GenSec office in countries that are not part of any major coalition, such as Switzerland, the United Koreas, and Belize.
