i love it, i'm not really a 'dog person,' so i'm not often prone to the whole 'aaaww' sorta thing- in fact the idea of this character living in a 'Cruel' world is much more satisfying in a (slightly) guilty sorta way. this should be a classic. It must be!
definitely reminds me of something i'd see in juxtapoz (or would've a few years ago, haven't picked one up in a long while)

See the sad world of dogface boy, seems a place devoid of happiness and joy. Does not know his mom or dad, that ignorance is not blessed but sad. Look into those eyes and see the misery there and you will know why he cries. See him at the circus and the zoo but no way in a place near you. He dreams of sheltering arms and love but wakes up to cruelty and pity maybe such things are only possible above. Will try to survive in this world and maybe meet the dogface girl.

Yes... this is exceptionally awesome. Really shows the pain of being different in everyone's eyes and the background furthers the feeling of misery / depression with its ugliness behind an uber cute face.
