Sirius said that Tonks' mother was his favorite aunt, so I can't see a reason why not he would go and visit, spending some time with little Tonks. Sirius is supposed to be like, 20 or so, and Tonks is probably 3 or 4. I don't think she had control of her morphing then, but her personalitiy was just as colorful! And Sirius is a hippie.
