This piece was drawn out in pencil first, as was the dragon design, scanned in and then colored in Photoshop 7.0
Digital - Photoshop CS3 (now) Painter X mixed in every now and then with a Wacom Intuos 2 9x12 inch tablet.

Well, to color something like this I'd say maybe an hour or two, depends on if you include the background with this one. Though this piece is more just filling in linework color. Coloring other images, where I'm "painting" with a more rendered style, it depends on the details and complexity but usually between 2-6 hours for a single concept "detailed and rendered".
