I don't know how to properly explain, but when I think of lips I think of starting with a sort of lil w or m shapes between the lips and just adding that small little dot of light at the bottom can be enough. Aside that, I have a few pages in my sketchbooks dedicated to practicing lips from models cuz I like them that much XDD...

ah well they make or break the expression of a face, which is why i always just draw stupid smiley faces because lips have always been an Achilles heel of mine XD but then what do you do for the top lip?

This is the most typical exemple for lips. You only follow the curves of the circles and it tells you where to add bumps, aside the middle part of the upper lips which go downwards. But then again, it all depends of the style you're aiming for.
If you would like to keep a more lineart style, instead of just drawing a straight line :-| try to add a subtle curve in the middle of the line and it will already add more expression. So the challenge is to make that simple straight line more interesting.
If you're looking for painting approch, usually upper lip has light on top, shadow when you get near teeth. Lower lip starts with shadow, then light, then shadow again.
Sorry if it's sounds like too much or maybe I'm hard to understand. But I'll end by saying to always try thinking outside the box when you want to change/ improve things. What else aside that one line can represent the mouth? "Deep" questions like that XD.... There's many other ways to draw lips, try it out ^^

Wow thank you so much. This is the best explaination anyone's ever given me!!! I can't wait to practice :3 the circles are especially helpful. I think if you compiled this together in a single tutorial it would help a ton of people and they would LOVE it. You just explained it so easily.

Tutorials are something that comes to my mind time to time, but I can't promise some real soon, but maybe in a very near future. I still need to make a few more pieces to completely understand my own habits ad logic so I don't go back to my words afterwards. But I'm definitely keeping this in mind.
But for the time being, I really don't mind answering questions!
