In the world of Thedas, Cullen is a templar, a military faction especially trained to deal with mages. In the next Dragon Age installment we now he joins a new faction, the Inquisition (actually we will play the Inquisitor) , which suggests he quits his former duties, at least momentarily. We also know that the Templar order is undergoing some drastic and evil changes and he must not be happy with it.
So he doesn't miss someone, he's more nostalgic of what he was. The shield is his former templar shield.
