Personally, i'm not a big fan of eeveelutions but i tried my hand at making one, based off of galactic type
Galacteon (galactic+eon)
Type: Galactic
Abiltiy: Void Cloak(evasion is raised in a meteor shower)
Comet Pokemon
An extremly fast land pokemon, capable of outrunning Rapidash. if it jumps once while running, it flies into the sky.
Eevee evolves into when lv'ed up with a Staryu in the party

AWESOME!!! x3 The evolution method is a little weak for me, but very unique. I love this design though. Everything about it from the pose, the concept, color choices is off the charts for me personally.

i'm surprosed i even drew it in this pose XD i'm not good at drawing this type of body style ya know. I had the idea for this guy back in '08 XD it took me so many concepts before i settled with this one. i like the colors

Well, depending on your region, is there any area where there are craters, or where meteor showers occur? It could have to level up there. Also, it could also only evolve by levelling up during night when a certain phase of the moon occurs. Like a fullmoon, newmoon or crescent moon. In a theoretical fake game, the game could tell the DS so on certain days which correspond with the phases of the moon, is when Eevee could evolve into Galacteon.
There are all sorts of ideas you could use, but Staryu feels a bit weak only because Staryu and Eevee have been around since the first generation. What if you made another poke'mon that was an ev of Starmie or a pre-ev of Staryu, and you had to have THAT poke'mon in your party? At night? Just some ideas. Hope this helped! ^.^
