I think, no. Seems like even Russia doesn't have it, though there was a single online shop there years ago. We don't have many manga artists, and many of them use shading and other hand-drawn toning.
I use Manga Studio for screentoning, but almost always fail at getting good old screentone effect. I believe I'll learn to do it better one day though.

Manga and Japanese culture are relatively popular in Poland, I heard. Poland is your next country, isn't it? Perhaps you can get some Manga tools there.

Aye, you're the first Japanese memeber for me. And, personally, it does make a huge difference. As good manga-wannabe artists you can find outside of Japan (myself included), I do believe it takes actual Japanese culture to make the thing work 100%. And your work is amazing at that.

Some Japanese manga-ka (professional manga artists) are here on dA. I've seen three at least.

Sorry for taking so long to answer! Man, I'd love to bump into any of them, even though my manga reading (and, thus, art reference) have been reduced only to Oda Eiichiro-sensei, Obata Takeshi-sensei and Yabuki Kentaro-seisei lately... ^^'
Apart from the most famous ones, I'd probably have to research any other I'd have met. ^^'

I consider "Hikaru-no Go" and "One Piece" are the best Mangas in the history of WS-Jump. Though 1P isn't finished yet.

And I *LOVE* all of Obata-sensei's works, although I have to say that Hikaru no Go's ending disappointed me a bit (alhtough I know this is not HIS fault). XD
At the moment, I'm enjoying Bakuman a lot.

I have participated in the New Years parties held by the publishers like Bakuman. I met some famous artists at there. It's old stories about fifteen years ago, though. haha

The party I told was not the one held by WS-Jump. So, I haven't met Mr. Obata. The artists I met were Oh-Great, Hiroyuki Utatane, Masakazu Katsura, and more. I can't remember all. hahaha
Many publishers held each new-year parties. I participated in some of them.

OMG, I love their work! Katsura-sensei's Video Girl Ai was one of the first manga artwork I fell in love with, and I loved Oh-Great and Utatane-sensei's works before even knowing their names! It must have been a truly wonderful opportunity to meet them.
