I'm gonna take a guess and say this is a comical representation of the religious sacrilege that was prevalent during the rein of the Inquisition and how they would outright burn heretics whether right or wrong. Silver and his majestic fire repelling book here is used to show the opposition to the Inquisition by using his writings (the book) to combat the inadequacy of the Inquisition by spreading ideas. The Inquisition does not like this and attempts to spurn and rebuke such thoughts, but the Inquisition's reputation has already been tarnished and lose the trust of their people, hence, why the book is protecting Silver from scorn.
Or maybe the artist just really likes drawing silly non-sequitor things.

OMG I can't get over how amazingly comedic this is XD From the very zaney (is that even a word?) Blaze to the very smug lookin Silver! The thing I love the most about this is the colours! They're so strong but they don't clash at all <3 Blaze literally spitting out fire is AMAZING. Like so freaking good XD I love the colours you've used on the fire as well, amazing mix and use of purple is great! The soft blue shade on silver is just perfect XD It's simple and effective!
