It's a WOWL! Super amazing! Your stuff is forcing me to spend sometime online to see how stencil art is made. This is a new thing to me, though I've seen some mind-blowing realistic stencil stuff here on dA, but this is the first time I am actually realizing that this is what it is; this is how it is made. Thanks for posting the layer.
One thing, if I'm understanding it correctly that it's a layer and you use many layers (like in the NY Madness), so it's like they're all different stencils used/painted one over anotherβone at a time. So you draw it as layers separately [?] that would be insane btw, OR you draw it as complete line-art by hand/computer and then get the art printed on a few pages and then cut it layer-wise, layer1 from first page, layer2 from second page and so on. Is this how it goes, the process of creating the stencil layer?

yeah i did, it's not really much longer than casual stencils since there is only one layer to cut, altough this one is quite hard to cut

i use 200g/mΒ² drawing paper. I get 25 sheets of 65x50cm for about 10 euros. It doesn't crop too much and you can easily paint it many times
